how to commit ---local

How do I commit locally to a branch checked out with bzr checkout?

I can see that qcommit has an option "- -local"

But the GUI has no option for selection to commit locally:
http://doc.bazaar.canonical.com/explorer/en/visual-tour-windows.html#commit

How do I trigger to commit locally?

This image was taken for the plain branch, not for the checkout.

Start commit dialog in checkout and you'll see the checkbox in upper
groupbox (where Branch location). That checkbox will allow you to
commit --local.
