Can't find admin-openrc in any of the directory in ubuntu 16.04

Hello, I am very new to openstack. I am trying to setup openstack on my servers. I am using Ubuntu 16.04. Following the openstack documentation. In one of the steps, we need to use admin-openrc. But It is not present in any of the directories. Please let me know how can I generate this file.

You have to be aware that support for Ubuntu 16.04 has already ended (except for Expanded Security Maintenance)
Which release of openstack are you using?

A quick web search brings the following hit:
https://docs.openstack.org/keystone/rocky/install/keystone-openrc-obs.html (probably not fitting to the release you are running)

"Create and edit the admin-openrc file and add the following content..."

That text tells that you have to create the admin-openrc file yourself.
